Constitution of the Chinese Taipei Comparative Education Society
Approved by the First General Assembly, May 18, 1974. Revised by the Sixth and Eleventh General Assembly (December 17, 1980 and December, 1984) and further by the 16th and 17th General Assembly (December 23, 1989 and December 22, 1990)
Chapter One General Rules
Article 1
The Society is designed as the Chinese Taipei Comparative Education Society (hereafter the Society).
Article 2
The main purposes of the Society are to study and compare education of major countries in the world, to advance educational and academic international cooperation, and to promote the educational and academic standards of the nation.
Article 3
The central office of the Society is temporarily established in Taipei.
Article 4
The Society shall establish its branches in provinces and cities and its subdivisions in counties and townships, if necessary. The constitutions of branches and subdivisions will be enacted respectively.
Chapter Two: Missions
Article 5
The missions of the Society include:
1. to collect educational data of major countries in the world
2. to introduce up-to-date trends in educational development from the major countries in the world
3. to conduct comparative education research and improve the instruction of comparative education
4. to promote international understanding and educational and academic cooperation
5. to provide the research evidence for educational innovation of the country.
Chapter Three Membership
Article 6
1. Any individual, who supports the goal of the Society, has been recommended by two members and approved by the Board of Directors may become a member. The membership of the Society will be divided into four groups: individual membership, group membership, student membership and honorary membership.
2. Individual membership include: normal membership, student membership and permanent membership. Normal membership could apply to become permanent membership after paying five-year membership dues.
3. Both Chinese and foreign scholars, who have made great contribution to the promotion of the research in comparative education, will be nominated as honorary members by the education, will be nominated as honorary members by the Board of Directors for the General Assembly to approve.
Article 7
Any member, whose behavior contradicts the Constitution of the Society, will be subject to warning or dismissal by the request of the Board of Directors to the General Assembly.
Ordinary members who do not pay membership fee dues for 3 consecutive years, the membership will be suspended by Board of Directors and further be extruded in the General Assembly. If ordinary members pay all the membership fee dues before the decision of dismissal is made in the General Assembly, they can resume the right of membership.
Article 8
The members of the Society can enjoy the following privileges:
1. the right to speak and to vote.
2. the right to elect and to be elected.
3. the right to share the benefits of the Society's various activities.
4. other public privileges that all members enjoy and share.
Article 9
The obligations of the members are:
1. to observe the constitutions and resolutions.
2. to undertake duties assigned by the Society.
3. to pay membership dues.
4. to fulfill other relevant obligations.
Chapter Four: Organization
Article 10
The General Assembly is the highest organ of authority. When the General Assembly is in session, the Board of Directors and the Board of Supervisions exercise the ultimate authority and manage the following affairs:
1. The Board of Directors:
A. Represents the society to the outside; manages the Society affairs within.
B. Drafts the projects which move the Society forward.
C. Compiles arrange the budget and final estimates of the Society.
D. Formulates and manages expenditure of the Society.
E. Approves the application for membership.
F. Call the General Assembly.
G. Executes the resolutions of the Assembly.
2. The Board of Supervisors:
A. Evaluates the qualifications for membership.
B. Evaluates the budget and its final estimates of the Assembly.
C. Urges the execution of the resolutions of the Assembly and the management of its affairs.
Article 11
The Society shall have fifteen members as directors, other three for supplementing; five as supervisors, another on for supplementing. The General Assembly shall elect and organize the Board of Directors and the Board of Supervisors. Each board shall elect five standing directors and one standing supervisor respectively.
Article 12
The Society shall have one member as the President of the Society. The Presidents is elected by the standing members of the Board of Directors. The term is for two years, and can be re-elected only once.
Article 13
Both Directors and Supervisors are obligatory.
Article 14
The term of both directors and supervisors is two years. Half of them shall be elected again, and can be re-elected. (* The Joint Committee of Directors and Supervisors in June 1, 1974 decided: Seven directors in the first years of the first term shall be elected again; eight in the second year. Two supervisors shall be elected again; eight in the second year. Two supervisors shall be elected by the same way again; three in the second year.)
Article 15
The Society shall have several honorary directors, but, in principle, no more than the number of directors. The honorary directors shall meet one of the following qualifications and requirements:
A. Great contribution to promoting the affairs of the Society.
B. Remarkable achievement in the academic research of comparative education. The position of honorary members shall be offered through the nomination of the President and approval of the Board of Directors.
Article 16
Both directors and supervisors shall be dismissed under one of the following circumstances:
A. The General Assembly may make a resolution to approve their resignation for some reasons.
B. The General Assembly may make a resolution to release their duties.
C. The General Assembly may make a resolution to release their work because of violation of the law or due to other serious improper behavior.
Article 17
The Society shall have a Secretary-General to assist the President managing daily affairs. It also shall establish several departments listed below and each department shall have its head and several assistants, a ;;of them are appointed with the approved of the Board of Directors through the President's nomination.
A. Department of Translation and Interpretation.
B. Department of Liaison Service.
C. Department of General Affairs.
D. Department of International Cooperation.
E. Department of Research and Development.
Article 18
The Society shall establish various committees Chapter Conferences
Chapter Five: Meeting
Article 19
The General Assembly shall hold a meeting once a year and may call a provisional meeting by request and approval if necessary.
Article 20
The Board of Directors and the Board of Supervisors shall meet every three months; the Joint Session shall be held in principle, every month. A provisional meeting may be called if necessary.
Chapter Six: Finance
Article 21
The financial resources of the Society are listed below:
1. Individual members shall pay NT$300 when admitted to the Society, and NT$500 as annual dues; permanent members shall pay NT$12000; group members shall pay NT$1000 when admitted to the Society, and NT$2000 as annual dues; student members shall pay NT$300 when admitted to the Society, and NT$300 as annual dues.
2. Member donations.

5. Entrusted incomes
6. Fund and its interests
7. Other incomes
The amount and means of payment of the financial resources in the above item 1 to item 3 shall be submitted to the General Assembly (or its member representatives) for passage. It becomes effective after being reported to the proper in charge of approval. Chapter Appendices

The Society shall also make a detailed work schedule.
Article 23
The constitution of the Society shall be carried out after the passage of the General Assembly and the submission to the proper authority in charge of approval.
